Despite many flip flops in governmental decisions, ACE Brain systems grew because of business boost provided by Government e  Marketplace ( GeM). Also they were able to get contracts through the newly formed Maha IT Corporation which government of Maharashtra started in line of Gujarat Informatics. 
By sharing 20+ years’ experience they were able to convince the government about the need for complete revamp of the state data center. As an early Sense we have tied up with Netmagic (Class A CSP) and ESDS (Class B CSP). These Class A and B are as per GoM terminology depending on CSP Revenue from IAAS. Government of Maharashtra has published a policy wherein SDC will be scrapped and all departments are supposed to opt for OpEx based cloud model for all their G2C services like Property Registration, Land Records Management etc. Also GoM has published RFP to empanel CSP and nominate their Partner to help the department for migration of their application from SDC to Cloud, Migration of Data, and Sizing of required IAAS etc. 
Since two of the CSPs of ACE had got empaneled as CSP for Government of Maharashtra and ACE have tied as partner for migration work they were comfortable in having opex-based business from our departments like Registration (Property, Vehicles), Municipal Corporation, SGST etc. 
By scrapping SDC they were almost out of Enterprise Business in a major revenue stream from State Governments. However with these two tie-ups they brought lot of business to the CSPs and value to their existing customers as they precisely knew their requirements of IAAS.
